		<head>Historical Note</head> 
		<p>The Minnesota Citizens Council on Crime and Justice was established in
		  1957 as the Minnesota Prisoners Aid Society. Over the years, the Citizens
		  Council has gone through various name changes, including Correctional Services
		  of Minnesota, to more closely reflect the Council's mission and goals. The 1959
		  biennial report of the agency lists these areas of concern: "Serving the
		  prisoner, his family and community ... the improvement of correctional policies
		  and practices ... public education in corrections ... correctional research ...
		  crime prevention." Although the scope of the agency's operation has been
		  enlarged to include the victim as well as the offender and the entire criminal
		  just system rather than just corrections, the purpose and objectives of the
		  agency today reflect the same basic concerns as in 1957. </p>
