John Ramey, executive director of the Greater Cincinnati Federation of Settlements, gave the records to the Social Welfare History Archives in 1969, at the time of the Federation's dissolution.

Scope and Content

The Greater Cincinnati Federation of Settlements and Neighborhood Centers records cover the period from 1956 to1969, but the bulk of the material dates from the mid to late 1960s. Correspondence, particularly of executive director John Ramey, comprises the largest portion of the records. Board and committee records are incomplete. The most comprehensive sets are from the Steering Committee, Project Review and Evaluation Committee, Public Social Policies Committee, and Executive Committee. Speeches and press releases provide another account of Federation activities.

A large part of the collection consists of proposals and reports relating to the Neighborhood Services Project. This project was begun in 1964-1965 with funds provided by the U.S. Office of Economic Opportunity and the Cincinnati Community Action Commission. The Federation implemented and supervised the project in nine neighborhoods.

History

The Greater Cincinnati Federation of Settlements evolved from the group work division of the Cincinnati Council of Social Agencies, which first met in 1944. By 1947, it had progressed from a committee to independent status and was affiliated with the National Federation of Settlements and Neighborhood Centers.

Settlements in Cincinnati formed an umbrella federation to coordinate and assist member agencies; collaborate with private and public organizations; and oversee public and private fund-raising for participating members. The Federation developed standards for personnel, programs, and other areas of common concern; determined needs and set priorities for new or expanded services in the Greater Cincinnati Area; and promoted the work of the neighborhood centers. The records indicate that there were usually fewer than ten settlements and neighborhood centers actively involved in the Federation. The governing board included representatives from each member agency and from the community at large. In 1962-1963, the Federation underwent a reorganization to strengthen it and improve its services. By 1969, however, the Federation had no professional staff. It appears to have dissolved shortly thereafter.
